Decent housing, at an affordable price in a safe environment, is a fundamental need and right. Ensuring this need, which is likely to alleviate poverty and social exclusion, is still a significant challenge in a number of European countries.

This article provides information in relation to recent statistics on housing in the European Union (EU), focusing on dwelling types, tenure status (owning versus renting), housing quality and affordability.

The Renovate Europe campaign was initiated by EuroACE (the European Alliance of Companies for Energy Efficiency in Buildings), with a focus on EU, national, regional and local policy levels. It is an ambitious roadmap on how to raise the yearly renovation rate to 3% in Europe by 2020 and achieve an average improvement in energy performance of ~ 80%. Renovate Europe is solution neutral, each building has its own specificity, therefore policymakers should emphasize performance over specific technology.

The companies supporting this campaign stand ready and willing to help national and European policymakers Renovate Europe. We must work together to create local jobs, reduce Europe’s CO2 footprint and ensure that we are less likely to suffer from foreign energy shocks.

Data Base on Energy Saving Potentials

This database provides harmonised energy savings potentials for each EU Member State, for Croatia, Norway, Iceland and Liechtenstein, for industry, transport, households and services.

It also indicates the main drivers used to estimate these potentials and present the trends in some energy efficiency indicators that are associated to the different potentials.

The objective of this data base is to provide the Commission with a tool to assess national EEAPs and to help identifying the sectors where the national savings targets established under the ESP Directive can be met most cost effectively.

The analysis of the potentials relies mainly on the MURE simulation tool (Measures d'Utilisation Rationnelle de l'Énergie), which has a rich description of end-use technologies in order to describe the impact of the penetration of energy efficient technologies at a detailed level.

Three potentials are assessed: low economic potential, high economic potential and a technical potential.

CONCERTO è un’iniziativa lanciata dalla Commissione europea che riguarda tutta l’Europa e che affronta in modo proattivo le sfide legate alla creazione di un futuro più sostenibile per ciò che riguarda le esigenze energetiche dell’Europa. Ad oggi, vi sono 58 comunità partecipano a 22 progetti, con lo scopo di raggiungere il livello più alto possibile di autonomia energetica. CONCERTO fa parte del programma quadro di ricerca diretto dalla DG Energia e Trasporti della Commissione europea.

CONCERTO sostiene le comunità locali, vale a dire aree o zone geografiche chiaramente definite, nello sviluppo e nell’applicazione di strategie e azioni concrete che siano al tempo stesso sostenibili e molto efficienti dal punto di vista energetico. Le interazioni, così come la circolazione di energia fra la domanda e l’offerta di energia centralizzata e decentralizzata, possono essere identificate, misurate e valutate.

L’iniziativa CONCERTO è stata resa possibile solo grazie al grande impegno delle autorità locali coinvolte, fra cui esperti, università ed imprese private di tutta Europa.

Per tutti i 22 progetti CONCERTO partecipanti all’iniziativa, l’obiettivo principale è di dimostrare i vantaggi ambientali, economici e sociali dell’integrazione delle fonti di energia rinnovabili (FER) unitamente alle tecniche di efficienza energetica (EE) attraverso un sistema sostenibile di gestione dell’energia applicato a livello della comunità locale.

L’iniziativa CONCERTO fornisce una piattaforma per uno scambio di idee e di esperienze tra le 58 comunità modello di CONCERTO e altre città impegnate ad adottare simili strategie. Le comunità che vi partecipano beneficeranno delle conoscenze tecniche che saranno condivise fra le comunità più avanzate d’Europa nel campo della sostenibilità energetica.

The European portal for energy efficiency in buildings. This website is platform where policy makers, building professionals and building occupants can deal with energy efficiency. The BUILD UP initiative was established by the European Commission in 2009 to support EU Member States in implementing the Energy Performance of Buildings Directive (EPBD).

The BUILD UP web portal is intended to reap the benefits of Europe's collective intelligence on energy reduction in buildings for all relevant audiences. It will bring together new practitioners and professional associations while motivating them to exchange best working practices and knowledge and to transfer tools and resources.

The BUILD web portal aims to:

  • Enable Home owners and tenants interested in reducing the energy costs of their homes to find out where to obtain practical energy-saving information in their own country or region.
  • Help building professionals to improve skills and learn more about the latest information on energy legislation. It will help them interact with others and access the latest news and events in the field, a database of resources, guidelines and tools, and a database of real examples.
  • Provide public authorities staff who are responsible for energy issues with access to many resources on the legislation, toolkits and guidelines produced by other cities, regions or countries, and a way to share expertise with their peers.
  • Involve umbrella organisations such as energy agencies, industrial associations or non-governmental organisations with an interest in energy saving in buildings and enable them to tell others about their activities and share their successes.

BUILD UP is funded under the Intelligent Energy Europe programme (2007-2013) that is managed by the Executive Agency for Competitiveness and Innovation (EACI) on behalf of the European Commission.

The BUILD UP web portal is provided by the service providers INIVE EEIG, P.A.U. Education and PRACSIS in the frame of a service contract signed with the EACI. The BUILD UP web portal is engineered based on open source software, including Drupal.

The Concerted Action EPBD is a joint initiative of the EU Member States and the European Commission, the Concerted Action EPBD was launched in 2005. It involves those representatives of national ministries or their affiliated institutions charged with preparing the technical, legal and administrative framework for the Energy Performance of Buildings Directive (2002/91/EC) in each country. The key aim is to enhance the sharing of information and experiences from national adoption and implementation of this important European legislation. The original Concerted Action EPBD came to a close in June 2007, but a second phase running until 2010 was launched later in the same year. It is organised around meetings between national teams, regularly bringing together over 100 participants from 29 countries. It is accompanied by other measures to enhance communication, including a web platform and national update reports. The Directive itself is considered a significant legislative component of the energy efficiency policy of the EU, having been adopted to contribute to the Kyoto commitment, security of supply and competitiveness. Based on the Parliamentary Call, the Energy-Efficiency-Watch-Initiative has been created among the initiating Parliamentarians asking EUFORES to act as its coodinator. Within the call for proposals of the Intelligent Energy Europe 2006, EUFORES proposed the EEW-Project as a major tool of the EEW-Initiative. It was supported by the initiating Parliamentarians and the Managing Partners. The first EEW-Project was accompanied and supported by a broad variety of stakeholders and external partners from industry, science and civil society.


As the first EEW-Project was considered a success not only by the project consortium, stakeholders involved but also the Members of European Parliament, Members of national parliaments or civil servants, EUFORES has decided to continue its work and responded to the call for proposals of the Intelligent Energy Europe. EuroACE, the European Alliance of Companies for Energy Efficiency in Buildings was formed in 1998 by twenty of Europe's leading companies involved with the manufacture, distribution and installation of a variety of energy saving goods and services. The EuroACE member companies together employ 172,000 people and have a turnover of 140 billion euro.

EuroACE works together with the European Institutions to help Europe move towards a more sustainable pattern of energy use in buildings, thereby contributing to the EU's commitments on carbon emissons reductions, job creation and energy security.

The Bucharest Energy Forum, co-organised by the Romanian Ministry for Economy and the Commission, was established to provide a platform for the exchange of information and to contribute to policy development on energy efficiency and renewable energy sources. The aim is to develop the Forum into a 'policy-driving' event bringing together policymakers and stakeholders. The Forum should be seen as a future engine for transformation and as such needs to move forward towards delivering input for future policies.
