7.2.4 Work Package 4 - Activate collaborative services and pilot projects
| N° of work package: 4 | Activate collaborative services and pilot projects |
| Duration in months: 12 | CST |
I. Description of the work:[edit]
a) Overview of the Work package:[edit]
This WP will start up and progressively increase the actual delivery of RINNOVATE community services for ZEBRA implementation. The deployment of mentored ZEBRA services is part of the phase of attraction and community development. A basket of 240 cases suitable for audit and development of a pathway to ZEBRA will be recruited: owners of these "cases" will get a first assessment based on RINNOVATE protocol. Results will be examined and the most representative and vialble half of the basket of cases will be invited to pilot a collaborative design of ZEBRA implementation. RINNOVATE partners will help negotiation among candidate owners, renovation specialists and integrators and solution suppliers, with the goal of signing agreements to develop a full ZEBRA plan for 60 cases. These ZEBRA planning projects will be mentored up to their release. As a final result of this WP, 60 pathways to ZEBRA will be drawn and adopted. Pilot cases will be recruited in central Italy, northern Spain and Ulster in order to gather cases from different latitudes, construction tradition, legal and trade frameworks. While regional partners will take care of the cases in each territory, any community member may join the team that will work on each case, regardless of where it comes from. This will help cross border collaboration and the circulation and remix of solutions.
b) Description of the tasks:[edit]
4.1. - ES – Activate, conduct and mentor ZEBRA services
This task inaugurates RINNOVATE collaborative services from Spain. It goes through preliminary recruiting actions, in which all community members will be asked to participate, helping to identify candidate cases. "Candidate cases" are initially described by building owners trying to follow the basic information set used by the RINNOVATE knowledge base; a discriminating factor is the intention to go through the whole process, up to the definition of the pathway to ZEBRA. RINNOVATE Partners will moderate this phase if necessary, helping the aggregation of a group of experts members to form a working team (including or not solution providers) that will conduct the first assessment on the case. All team members, including the owner(s), are bound by the Code of conduct. Each case will have its associated team that will examine assess the baseline, key constraints and the principal options available. All steps of assessment will follow the guidelines set by the protocol for implementing ZEBRA. Results fron the assessment of these cases will be made available to the community with the degree of data anonymisation wanted by data owners. Acceptance to allow publication of certain esssential, non sensitive data, is part of the agreement. The outcomes of the case assessments finalized at this stage will be examined and the group to be brought ahead selected. The next stage will be the collaborative design of solutions integrating energy performance solutions for achieving NZEB. The cases that will end this phase will be mentored to the definition of a binding renovation and maintenance strategy towards NZEB. In this last stage RINNOVATE partners will work to facilitate the coalition of interests and agreements (typically ESCO, EPSC and TPF configurations) to bring the cases to implementation. At this stage owners (in some cases with already identified parties) will be asked to sign at least a letter of intents to put in practice the devised plan toward NZEB.
