  • (a) Rationale and structure of your work programme: Explain briefly the rationale and structure of the work programme: main phases of the action, logics and links between work packages.

The RINNOVATE workprogramme is organised into three main phases, two of which are transversal of the whole project:

  • Management
  • Core activities
  • Communication

WP 1 Management is coincident with the first phase and runs along the whole project's life. The responsibility of the WP is in charge of the coordinator, FUNITG. WP 1 will last 30 months and has the objectives to guarantee that:

  • all the projects activities are properly coordinated with appropriate levels of legal, contractual, ethical, financial and administrative management of the consortium;
  • proper operational project management is provided throughout the project;
  • the project’s work is completed within the expected timescales, resources and quality levels;
  • appropriate reporting to the EACI is undertaken.

RINNOVATE is based on a common vision and on a shared idea to favour an integrated approach to easy energy savings and renewable sources solutions early in the design and schedule of renovation. A fundamental relevance in this WP has been given to the direct participation of different communities through an Advisory Boards open to stakeholders who would like to contribute actively. Appropriate risk management strategy will be also implemented to react promtly to unexpected situations. The WP will encompass regular monitoring and relation with the EACI.

From WP 2 to WP 5 there are the core activities of RINNOVATE directly linked with the main strategic objective and to the different specific objectives.

WP 2 Set-up RINNOVATE catalyst environment is in charge of the coordinator FUNITG The elapsed time is 8 months. The main objective of WP2 is to make common practice that each building should integrate all renovation and maintenance expenditures into a plan to achieve NZEB. The key output is the set up of a catalyst environment based on target groups needs and functions. Technical experts from INEGI and CST will cooperate closely with FUNITG which professional staff has the competences to develop ZEBRA environment (Nearly Zero Energy Building Renovation Approach). ZEBRA will gather a community of interest around a semantic knowledge center with the main scope to create “novelty by combination”.

WP 3 Develop collaboration across renovation value-chain is the logical prosecution of precedent activities (there is an overlap on the first month). It is in charge of TRECON which has natural relationships with different actors. This WP that lasts 8 months implements the project phase of attraction and development of the community of interest and practice. Work evolves on two linked directions: elaborate technical and collaboration guidelines for putting the project concept into practice and invite owners, suppliers and integrators to participate to construct the community. RINNOVATE partners offer a first elaboration of a code of conduct and a protocol to design credible pathways to NZEB (ZEBRA pathways). An important contribution of RINNOVATE is to build owners and contractors confidence on integrated energy performance investments during renovations and maintenance: credibility is foundamental, because it leads to trust, which is one of the pillars of persuasion. All the partners are involved in the engagement phases and the organisation of local training sessions will be part of a common strategy.

WP 4 Activate collaborative services and pilot projects is in charge of CST. APPLUS and TRECON will collaborate. WP4 will last 12 months and will start up and progressively increase the actual delivery of RINNOVATE community services for ZEBRA implementation. The deployment of mentored ZEBRA services is part of the phase of attraction and community development. A basket of 240 cases suitable for audit and development of a pathway to ZEBRA will be recruited: owners of these "cases" will get a first assessment based on RINNOVATE protocol. Results will be examined and the most representative and viable half of the basket of cases will be invited to pilot a collaborative design of ZEBRA implementation. RINNOVATE partners will help negotiation among candidate owners, renovation specialists and integrators and solution suppliers, with the goal of signing agreements to develop a full ZEBRA plan for 60 cases. These ZEBRA planning projects will be mentored up to their release. As a final result of this WP, 60 pathways to ZEBRA will be drawn and adopted. Pilot cases will be recruited in central Italy, northern Spain and Ulster in order to gather cases from different latitudes, construction tradition, legal and trade frameworks

WP5 Start snow-ball, nurture and operationalise memetic effects has the main objective to inoculate the ZEBRA approach deeply in the social web to help changing the imaginary and behaviour of trading and professional communities and public authorities and change likewise the imaginary and behaviour of homeowners, tenants and citizens. This WP5 implements the outbound, propagation phase. The strategy is to start a snowball effect and to nurture and disseminate memes that may bring to the reproduction and evolution of ZEBRA concept and other elaborations of the RINNOVATE community. This WP5 implements the outbound, propagation phase. The implementation of this strategy requires to grow connections with other nodes and communities. INEGI will lead the WP – with a 15 months duration - and operate closely with FUNITG, INEGA e CNAMAR for the connections with different target groups and to develop guidelines for cross-media working collaboration. Training modules - that deal with the type of collaboration required to implement ZEBRA across different media and tools - will be deployed and delivered in such a way to be suitable for further updating, refinement, forking, etc., again following a memetic approach.

Communication phase is represented by the last two WP, leaded by the coordinator.

WP 6 – Communication is devoted to all the activities that are vital for achieving the project objective and run along all project duration, being continued afterwards by the RINNOVATE "memetic approach". As a general purpose WP6 aims also at disseminate the main results and to facilitate the implementation of the project. The coordinator will have a strong control of the whole action, delegating technical and specialistic issue to a Communication Agency having a proven track record in managing environmental/energy communication campaigns that will be engaged to actively support RINNOVATE partner communication efforts, defining operational guidelines, templates, communication approaches. Different strategies and media will be used to develop and support a paradigm shift in professional practice. FUNITG, INEGA e CNAMAR will use their natural role of multipliers to involve a larger group of stakeholders. WP7 will absolve the obligatory role of RINNOVATE as a contributor, upon request by the EACI, to common dissemination activities to increase synergies between, and the visibility of IEE-supported actions.
