Rationale for the composition of the consortium

The RINNOVATE consortium originates at the end of year 2010 from a joint exploration between FUNITG and TRECON about potential collaboration in the field of audit/certification of buildings energy performance and ESCO/EPC consultancy following the EPDB recast. It evolved then in the ratio of RINNOVATE, with FUNITG bringing together APPLUS, INEGA and INEGI with which had worked previously, and TRECON inviting CNAMAR and CST. The geographical focus has been discussed in § 6.B). RINNOVATE partner show the following features: CST and INEGI are academic energy specialists, energy efficiency and RES solution integrators and engineering team; INEGA is a regional energy authority with some regulatory capacity; ITG, APPLUS are energy and certification consultants for building energy performance, TRECON adds industry standardisation skills; CNAMAR is a trading association representing SMEs in the building, construction and renovation, heaing, cooling and electicity sectors.
All partners have specific skills and experiences of training/consulting to specific target groups and are part of a branched networks of contacts and collaborations, requiring communication ability and/or transfer of knowledge capability.
FUNITG will play a fundamental role, as it can boast a network of experts (Engineers, Architects, ecc.). APPLUS and TRECON will also contribute on the basis of strong experience in the private sector. INEGI has also developed training and communication ability with different interlocutors, from policy makers, advisors and specialized media.
As concerns the experience in communication, INEGA, FUNITG and CNAMAR have strong communication skills as they often organize information and communication events, training and education activities, addressed mainly to large enterprises and business operators of local public services. Moreover, the support of a specialized communication agency represents an additional value to enhance the partnership effectiveness to successfully perform the present proposal.
Beyond its project coordinating role, FUNITG has in charge the responsibility to put in place RINNOVATE catalyst environment (which is the key component of the enabling phase) and to ensure the effectiveness of publicity, communication and dissemination activities carried on by partners.
INEGI and CST have an important role of scientific and technological validation of the elaborations made by RINNOVATE members (ZEBRA protocol, pilot services). INEGI will also lead the crucial phase of establishing connections and propagatin toward other communities. INEGA will be the main interface with public bodies and will be the project reference point for the public procurement side. TRECON and APPLUS will focus on integration and EPC/ESCO, developing the collaboration thread between owners, suppliers and integrators/consultants. CNAMAR will be the the main interface with the service supply side and the building workforce.
The distribution of responsibilities has been discussed among partners to exploit at best the vocation of each organization while preserving a high level of integration.
