In the Communication Energy 2020 the Commission identifies five top priorities.
For the Energy savings priority the Commission proposes to focus its initiatives on the two sectors with the biggest energy saving potential: transport and buildings.
"Special attention should be given to the sectors with the largest potential to make energy efficiency gains, namely the existing building stock and trasport sector. [...] measures need to speed up significantly the rate of refurbishment using energy-efficient products and technologies. In the residential sector, the issye of divided incentives between owners and tenats neerds to be addressed. Regarding the substantial stock of public buildings, the authorities need to exploit all available opportunities, including those offered by EU Regional Policy, to improve the energy efficiency and autonomy of the buildings" (pp. 6-7
RINNOVATE focus is on building.
Moreover, the Commission underline the importance of the committment of the public sector that should take energy efficiency into consideration when buying works, services or products. "Public authorities have to lead by example. Each year, 16% of EU GDP,a round 1,500 billion, is psent by public authorities. Public procurement rules should insist on efficiency conditions to increase energy savings and spread innovative solutions, notably in buildings and transport" (p.5) "The public sector needs to lead by example. Ambitious objectives ought to be set for public sector consumption. Public procurement should support energy efficincy outcomes." (p.7) RINNOVATE actions foresee the development of a competence kiosk for owners (including public owners) will contain procurement guidelines, return on investment calculators, terms of reference examples, service level agreements, legal cases.
