Specific objectives (during the action)

  • What are you trying to achieve during the life-time of your action, i.e. which change in the market and which effects do you seek to achieve on your target population/market etc.?
  • In which way is your action consistent with the IEE call priorities?
  • Which contribution will this action make to EU policies and priorities, targets and legislation?

Secondly, you need to assess the expected impact of your action based on a bottom-up approach. Use assumptions which are best fitted to the specific environment that you will be addressing - and building on your specific and strategic objectives. Illustrate your assumptions and extrapolations e.g. per country / region / partner as appropriate.

In order to assess this expected impact it is important to understand the relation between inputs; activities; outputs; outcomes / impacts; performance indicators and targets associated with your action.

  • Inputs are the resources required to deliver your action. These are set out in Part C of your proposal.
  • Activities are the tasks or processes undertaken. These are set out in form of a number of work packages in Section 7 'Work Programme' of your proposal.
  • Outputs are the direct products and services that your action will deliver. They include material deliverables (e.g. brochures, reports, CD ROM) as well as services provided (e.g. hours of training, number of people taught). However, usually they say very little about the actual effect of the action or benefits to your target audience.
  • Outcomes are identifiable changes which demonstrate the extent to which the activities have an effect on their intended target group. These changes can be expressed in terms of:
    • Enabling policies & strategies
    • Market transformation
    • Changing behaviour
    • Access to capital
    • Development of skills
  • These outcomes should result in specific energy-related impacts within the duration of the action, i.e. sustainable energy investments triggered, higher share of renewable energies, primary energy savings, and reduction of green house gas emission, thus contributing to the EU 2020 targets.
  • Long term outcomes and specific energy-related impacts for which you must provide an extrapolation up to 2020. Take account of market potential and trends, the triggering effect of your promotion and dissemination activities, and the 'snow-ball effect'. Your action should at least induce positive developments towards the strategic objectives – even if fully achieving them will usually also depend on other factors. You must explain your assumptions for your extrapolation, estimated according to a credible baseline.
  • Performance indicators should be used to determine the success of your action in reaching its objectives. Describe these performance indicators in the tables below and quantify them – with targets - to measure your outcomes and specific energy-related impacts. The performance Indicators should be SMART (specific, measureable, achievable, relevant and time-bound)

1 - to make common practice that each building should integrate all renovation and maintenance expenditures into a plan to achieve nearly zero energy building; Set up of a catalyst environment (ZEBRA - nearly Zero Energy Building in Renovation as a standard Approach) to prepare the methodological, operational and social conditions to gather a community of interest with 1200 cases and solutions around a semantic knowledge centre searchable with an enhanced reality interface wp2 A knowledge hub, navigable and semantically and visually searchable, is used by 2000 subscribers and more than 20 single users per year to find, compare and integrate EE/RES solutions in renovation and/or maintenance projects, plans and EPC Log statistics (for the hosts directly managed by partners) and analytics services for the others.
2 - to create a community of owners, renovation experts and suppliers that spread the use of readily available products, RES and EE technologies, ESCO/EPC financing solutions and design expertise to plot and implement integrated renovation and maintenance strategies; * 800 one-to-one contact with experts, owners, suppliers from relevant projects and cases to develop cross collaboration across renovation value chain; * 10 training sessions organised in 4 EU countries (ES-PT-IT-UK); * 300 signatories successfully trained to audit and design pathways to ZEBRA (nearly Zero Energy Building in Renovation as a standard Approach) wp3 More than 70% of people contacted decide to engage in some collaboration form with others; More than 80% of trainees demonstrate to have improved their skills and of being able to perform basic ZEBRA analysis. 3 - raise confidence in energy efficiency investments demonstrating how to transform every building renovation project in a profitable energy investment for all parties: owners, billpayers, builders, suppliers, consultants, and present and future citizens * 240 collaborative audit service activated and conducted (in 3 countries ES,EN,IT), * 120 renovation design projects fostered (in 3 countries ES,EN,IT) WP4 More than 2000 owners, professionals and suppliers is exposed to a change of perspective and behaviour about return on renovation investments Agreements accepted and reports released.
4 - to inoculate these concepts (nearly Zero Energy Building in Renovation as a standard Approach) deeply in the social web to help changing the imaginary and behaviour of trading and professional communities and public authorities and change likewise the imaginary and behaviour of homeowners, tenants and citizens. * Enabled connections with content and social networking (2000 total subscribers to nodes and 50.000 single users), * Foster links with pull (demand) and with push (solutions supply) sides (8 connections with generic market networking nodes; 24 connections with public procurement nodes; 12 connections with suppliers malls and networks), *250 technology-assisted training units for cross-media working collaboration delivered (500 hours) WP5 There is a visible community of owners, renovation experts and suppliers who integrate renovation and maintenance strategies with ZEBRA like approaches Trend analysis of threads; Social network analysis (SNA) patterns; Social network analysis (SNA) patterns.

  • justification should be provided for all assumptions used, preferably substantiated making reference to relevant studies;
  • try to use only one methodology: not different methodologies for each partner, region or country (the extrapolation should preferably be prepared by one partner);
  • your extrapolation must relate to this action only, the impact of other initiatives should not be taken into account (do not provide sector related, national, or European targets);
  • data should only be in the requested units i.e. tonnes of oil equivalent per year (toe/year) for primary energy savings and Renewable Energy produced and tonnes of CO2 equivalent per year (t CO2e/year) for greenhouse gas emissions savings.
